Apparently, a group of students used student fees one year to pay for the project that entirely closes South Perimeter, making access by car to the journalism building impossible. My big question: How is the Mustang Daily going to order pizza?!&lt;br /&gt;&lt;br /&gt;&lt;div&gt;Here are a few important points from &lt;a href="http://www.calpolynews.calpoly.edu/news_releases/2009/September/traffic.html"&gt;Cal Poly PR&lt;/a&gt;:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;South Perimeter Road is officially closed to vehicle traffic, and there is now a STOP sign for westbound (incoming) traffic at the California Boulevard entrance to Cal Poly (at California Boulevard and Campus Way).&lt;/li&gt;&lt;li&gt;South Perimeter Road (between Campus Way and Grand Avenue) closed for good Friday, Sept. 11. Access there is now limited to emergency and service vehicles only.&lt;/li&gt;&lt;li&gt; Construction vehicles will be allowed to use it until completion of the UU Plaza and Rec Center expansion projects. Cal Poly students voted to pay more fees to pay for those two projects.&lt;/li&gt;&lt;li&gt;Buses will continue to use stops by the Performing Arts Center on Grand Avenue (outbound routes) and Sage Restaurant (inbound routes) until the new transit stops are complete. The new transit stops by the Library are open. The specifics of the expenditure breakdown are yet to be determined. Department Chair Bill Loving will compile the list on items to be purchased (since he knows best), but the committee will first review and approve the list.  &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Why are we spending all the additional money? Such opportunities are rare, however, essential in a business where everything depends on "who you know." The conference was March 26-29 in New Orleans. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;As the only delegate from Cal Poly's chapter, she was able to share all she learned with the rest of her PRSSA members.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;"I hope to further develop and inspire Cal Poly's PRSSA chapter!" for Cal Poly's journalism department&lt;/li&gt;&lt;li&gt;The two students, Brad and Ashley, are designing all promotional materials for the project&lt;/li&gt;&lt;li&gt;Business/aerospace aspect completed by aerospace grad student Coleman Younger&lt;/li&gt;&lt;li&gt;The students will &lt;span class="Apple-style-span" style="font-weight: bold;"&gt;present a 30-second public service announcement&lt;/span&gt; Granted, I'm only a sophomore, but even a few of the seniors I talked to didn't know about the CBF.&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;It shouldn't be this way. We want you to know we exist and that we're here to improve the department with your money.&lt;br /&gt;&lt;br /&gt;That's right, this is &lt;span class="Apple-style-span" style="font-style: italic;"&gt;your&lt;/span&gt; money at stake. You pay the fees every quarter. And we're here to be your voice. We want to make sure the money is well-spent.&lt;br /&gt;&lt;br /&gt;A few things we consider when deciding where to spend CBF money:&lt;div&gt;&lt;ul&gt;&lt;li&gt;How many students will benefit?&lt;/li&gt;&lt;li&gt;How long will this purchase last?&lt;/li&gt;&lt;li&gt;What will be gained (beyond materialistically) from the purchase?&lt;/li&gt;&lt;li&gt;How will each concentration (print, PR, broadcast) benefit?&lt;/li&gt;&lt;li&gt;How strong of a need is there?&lt;/li&gt;&lt;li&gt;What are our alternatives?&lt;/li&gt;&lt;li&gt;What happens if we &lt;span class="Apple-style-span" style="font-style: italic;"&gt;don't&lt;/span&gt; make the purchase?&lt;/li&gt;&lt;/ul&gt;&lt;div&gt;We put a lot of time into what we do and we want to make sure we make purchases that will make a lasting impact.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;If you ever have questions about the committee's procedures or want to meet with us for anything, our metaphorical doors are open to you (if only we had offices).&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Although it's generally impossible to find even the most miniscule slice of time during which our schedules don't conflict, we learned tonight that late-night Skype conference calls do the trick. Basically, they make sure that department expenditure plans conform with:&lt;/span&gt;&lt;/p&gt;&lt;ol&gt;&lt;li&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;the &lt;/span&gt;&lt;a href="http://www.calpoly.edu/~inststdy/cp_plan/index.html" style="color: rgb(0, 51, 0); "&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;fee plan guidelines&lt;/span&gt;&lt;/a&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt; for Cal Poly and&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;a href="http://cla.calpoly.edu/cla/CPP/cla_projections/proposal.html" style="color: rgb(0, 51, 0); "&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;specific criteria &lt;/span&gt;&lt;/a&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;developed by the College of Liberal Arts in '01-02.&lt;/span&gt;&lt;/li&gt;&lt;/ol&gt;&lt;p style="margin-top: 0px; "&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;CBF budgets for the following academic year are determined each spring by a committee of students in each department (in the spring of '05, students will develop a budget for CBF expenditures for AY '05-06). During the academic year, committees made up of students from each department will review how funds are spent and make adjustments as necessary.&lt;/span&gt;&lt;/p&gt;&lt;/blockquote&gt;&lt;p style="margin-top: 0px; "&gt;&lt;/p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div&gt;&lt;span class="Apple-style-span"  style="font-size:small;"&gt;But who are WE, specifically? In prior years, the committee lacked transparency and direction. We're changing it up.
